Will the camera only work if i have the homebase?

The camera does not talk to the base, so I'd say the odds are good you don't need it with you.  You would need an account, the app and the interactive plan, in order to attach the camera to whatever wi-fi you have access to.

Note that the camera will record whenever something happens with your system as well as if the camera motion detector is tripped.  You'll need to know the state of your home system in order to correctly set up the camera to activate.
